SOURCES SOUGHT NOTICE Joint Light Tactical Vehicle (JLTV) Total Package Fielding 1. Overview: The purpose of this announcement is to conduct market research in accordance with FAR Part 10, to identify potential sources for the Total Package Fielding (TPF) of the Joint Light Tactical Vehicle (JLTV) Family of Vehicles (FoV) Trucks and Trailer (JLTV-T). The information requested in this announcement is being sought for informational planning purposes only and does not constitute a request for proposal or a commitment by the Government in any way. All information is to be furnished at no cost or obligation to the Government. There is no solicitation available currently. This Sources Sought Notice is in support of TPF of JLTV Trucks and Trailers at designated military locations for a six (6) month base period with an additional one (1) year option period, resulting in a total contract period of potentially eighteen (18) months. The Government is seeking to determine if a company can support simultaneous fieldings starting in 3QFY23. 2. JLTV Program Overview: The JLTV FoV is a materiel solution intended to provide ground transport to mounted Infantry, Combat Arms, and Combat Service Support forces. The intent of the JLTV program is to provide a mobile, lightweight tactical vehicle that fills capability gaps, regains transportability, and restores balance in the “iron triangle” of protection, payload, and performance. The JLTV provides protected, sustained, networked light tactical mobility to enhance the effectiveness of ground combat and supporting forces. It is also capable of moving over long distances within a theater of operations using a variety of lift assets, including sealift, amphibious ships and airlift capabilities both fixed and rotary wing. The JLTV FoV is comprised of two variants, a four-seat and a two-seat variant, a companion trailer (JLTV-T), and associated kits. The four-seat variant has two Base Vehicle Platforms: the General Purpose (GP) and the Close Combat Weapons Carrier (CCWC). The GP platform has two Mission Package Configurations, the GP and the Heavy Guns Carrier (HGC). The CCWC platform has only the CCWC Mission Package Configuration. The two-seat variant has one Base Vehicle Platform: the Utility (UTL). Each base vehicle platform will be configured as a Mission Package Configuration through the installation of various kits. This Market Survey is only applicable to the fielding of the JLTV Trucks, Trailers, and associated kits in support of the United States Army (USA), United States Marine Corps (USMC), sister services such as United States Air Force (USAF), United States Navy, Department of State and Foreign Military Sales. For the purposes of this survey, the regulations and requirements pertaining to a USA fielding site are detailed as these regulations and requirements are the most stringent. 3. Clarification of this Request. This request is a Market Survey and not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. No solicitation document exists at this time, nor will responders be placed on a solicitation mailing list. Providing a response to this notice is completely voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey or any follow-on requests for information. Data submitted to the Government will not be returned but will remain archived as part of the survey’s historic records. Joint Program Office (JPO) JLTV does not intend to provide any feedback or answer any questions or comments related to this Source Sought Notification. The Government will not rank submittals or provide any reply to interested firms. 4. Scope of Work: The primary goal of this effort is to identify potential sources to support the Total Package Fielding of JLTV Trucks and Trailers at designated military locations for a six (6) month base period with an additional one (1) year option period, resulting in a total contract period of potentially eighteen (18) months. TPF is the Army's standard materiel fielding process for new and modified materiel systems. The TPF process is designed to provide Army materiel systems to the using units, as a coordinated package of end items, support items and technical documentation, In Accordance With (IAW) Army Regulation (AR) 700-142. a. The Government expects to train personnel, de-process, and field vehicles to various locations (to include upwards of three simultaneous fielding’s at a given time). The TPF process is utilized to ensure all gaining units are fully trained in both the operation and maintenance of new equipment. The TPF process enables the subject equipment to be delivered to the gaining units on schedule, is fully mission capable, and provides the gaining unit the ability to operate vehicles anywhere in the world. b. The Contractor shall provide personnel at fielding locations for de-processing, training, fielding, and application of Special Purpose Kits, while managing changes to Operations Tempo (OPTEMPO), deployments, partial fielding's, and location changes. The Contractor shall provide personnel and all necessary provisions, not provided by the Government, to perform the maintenance, training, and supply support of TPF tasks. c. All Contractor personnel performing work under this effort shall be able to obtain a Common Access Card (CAC) within 60 days from notice from the Government Trusted Officer they are approved for a CAC. As part of the process, an SF85P Questionnaire Trust Positions or National Agency Check with Written Inquiries and Credit Check (NACI) and a FD258 (FBI fingerprint card) are required for background vetting. d. The Government is currently contemplating a single award of up to potentially eighteen (18) months (six month base period with a one year option period) Requirements contract for the following DRAFT Scope of Work (the information is DRAFT ONLY, pre-decisional information, and is anticipated to change). The Joint Program Office JLTV (JPO JLTV) is seeking to identify market interest and capability to support the efforts outlined below and associated Army Regulations: e. Total Package Fielding: TPF is the Army's standard materiel fielding process for new and modified materiel systems. The TPF process is designed to provide Army materiel systems to the using units, as a coordinated package of end items, support items and technical documentation, In accordance with (IAW) Army Regulation AR 770-2. TPF activities as described herein and in accordance with (IAW) AR 770-2 “Materiel Fielding” and DA PAM 770-2 “ Procedures for Materiel Fielding” This includes coordinating shipping of TPF support packages, receipt, inventory, and handoff of TPF packages, downloading vehicles, de-processing, repairing, harvesting C4I components from existing unit vehicles, installation of kits on vehicles being fielded, and transfer of property to the gaining units. f. The contract will include requirements to receive Army Government Furnished (GFP), JLTV Trucks and Trailers, and download from transportation sources to include rail and line haul at military locations. Requirements will include the deprocessing of Trucks and Trailers and the documentation of any maintenance issues found. The contract will include requirements to procure replacement maintenance parts and correct any deficiencies found to trucks or trailers at the fielding site. Requirements will include interacting with the Army Gaining Command (GC) by harvesting C4I components to include radios and other Army Government Furnished Equipment (GFE) such as radios, weapons systems, or shelters, and then installing these GFE on assigned JLTV trucks. The contract will include requirements to ensure the equipment is delivered to the GC on schedule and fully mission capable. g. These services are anticipated to be procured on a cost-plus basis. 5. Government Furnished Items: The Government will coordinate and provide the JLTV FoV, facilities, utilities, and stock shop, to enable the Contractor to perform TPF at each fielding location. The Government will provide maintenance bays, office space, classrooms and fuel and lubricant (only fielding site) for all fielding, post fielding efforts, and New Equipment Training (NET) performed by Contractor personnel. No permanent facilities or equipment will be provided or paid for by the Government. Facilities mentioned are provided only during the Contractors fielding, post fielding, and NET effort. Contractor personnel shall work with the Government to ensure they have all the necessary operational support materials to complete the mission in a timely manner. 6. New Equipment Training: The contract will include requirements to ensure gaining units are fully trained in the operation and maintenance of the JLTV and the JLTV-T. The contract will include requirements to conduct three separate courses at each fielding location: JLTV FoV Operator classes with a maximum of Thirty (30) Operators in each class and JLTV FoV Maintainer classes with a maximum of fifteen (15) Maintainers in each class, and JLTV Trailer Operator classes with a maximum of Thirty (30) Operators in each class. These classes will utilize the approved JLTV New Equipment Training Support Package. New Equipment Training (NET) as described herein and IAW AR 350-1 “Army Training and Leader Development”, AR 700-127 “Integrated Logistics Support”, TRADOC Regulation 350-70 "Army Learning Policy and Systems, and DA Pam 350-40 “Army Modernization Training Plans for New and Displaced Equipment”. This includes trainers to conduct JLTV FOV New Equipment Training (NET), consisting of Operator and Field Level Maintenance (OPNET and FLMNET, respectively), OPNET Supplemental Courses, and other system training as required by the unit. 7. Maintenance: The contract may require maintenance of the JLTV Trucks and Trailers to include the installation of any replacement parts found during deprocessing from transportation damage or other maintenance issues found such as faulty wiring harness, faulty cameras, or glass replacement from delamination. These services are anticipated to be procured on a cost-plus basis as necessary. It is anticipated that all JLTV and JLTV-T fielding’s will require the Contractor to procure parts at the TPF site and have an established mechanisms to procure and ship parts to the TPF site. 8. Post Fielding Closeout: Post Fielding Closeout activities include final documentation of TPF activities at individual sites; providing updated or refresher NET; working with TACOM Materiel Fielding and Training (MF&T) on DA 3161, DA 2062, and Handoff Summary (HOSUM); and follow up TPF maintenance and supply support; support of retrograde activities; and collection of potential environment, safety, and occupational health issues identified during the Materiel Fielding process. 9. Proprietary Information: The Government acknowledges its obligations under the Federal Acquisition Regulation (18 U.S.C. §1905) to protect confidential information provided to the Government. Pursuant to this statute, the Government is willing to accept any trade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this survey and to protect such information from unauthorized disclosure, subject to the following: a. Qualifying data must be clearly marked TRADE SECRETS or PROPRIETARY and be accompanied by an explanatory text, stating the rationale to protect the information. b. Mark as proprietary only information that is truly proprietary information and to which there is a legal property right in the U.S. c. Do not mark data that is already in the public domain or is already in possession of the Government or third parties. Do not mark data that is available to the United States Government (USG) or to the public without restriction from another source. d. Do not submit any classified data in response to this market survey. e. Proprietary data transmitted electronically must have the TRADE SECRETS or PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: “PROPRIETARY INFORMATION BEGINS” and “PROPRIETARY INFORMATION ENDS.” 10. Response Format: If desired, responses may address the question number so as not to repeat the question in each response. Responses shall be provided electronically in Microsoft (MS) Office 2013 or later or Adobe Portable Document Format (PDF) compatible format. For files in PDF format, scanners should be set to 200 dots per inch. All MS Word files shall be based upon the use of standard 8.5 x 11-inch paper with a minimum font size of 8 point and with a minimum of 1-inch margins. Schedules, drawings, and other documents more appropriate to larger paper may be formatted no larger than 11 x 17-inch paper. All spreadsheets must be in Microsoft Excel format and include all formulas, function, macros, computations, or equations used to compute the proposed amounts. For these parts provide details on the company’s current contract status to procure these parts, how long it will take the company to set up a procurement method, and the lead time for these parts to arrive at a TPF site once ordered. Also describe if the company would receive bulk quantity discounts and specify at what quantities increments those discounts would be shared. Describe how much time would the company need to establish the necessary contracts to support parts ordering. Does the company have experience leasing material handling equipment (i.e. forklifts) under Government contracts, if equipment is required but not available or provided by the unit? Please describe. Does the company have experience receiving, maintaining, and returning Government Property? Please describe. Describe the company’s process and personnel required to complete this effort. Explain if this work would be done at the TPF site or the company’s facility? If work can be done at the company’s facility prior to a fielding, how many vehicles can the company’s lot support? Please identify any constraints or special accommodations in order to support these needs. d. Maintenance: The contract may require minimal maintenance of the JLTV Trucks and Trailers to include using the Army’s Maintenance Support Device (MSD)V3/V4 and associated Interactive Electric Technical Manual (IETMs). Please describe what experience the company has and what processes the company has in place to procure and repair JLTV and JLTV-T at fielding sites. This includes the procurement of replacement parts, correction of any deficiencies found at the fielding site, interacting with the Army Gaining Command to harvest command, control, communications, computers and intelligence (C4I) components to include radios and other Army GFE such as shelters and then installing these GFE on assigned JLTV trucks. All Contractor personnel shall comply with all International Traffic in Arms Regulations (ITAR) regulations when moving materiel OCONUS for all TPF efforts.
