This will be a FFP 1yr base with 8 (6) month option periods. The contracting office is still determining which method to use: GSA OASIS, Alliant-2, RS3 as a TS-Facility clearance is required with ability to obtain TS-SCI. JIATFS’s TNAC specialized IP-flow analysis capability in order to detect and monitor illicit trafficking activities occurring in conjunction with international shipping container movements, air and maritime trafficking events, as well as freight and cargo movements. Deliverables will include: a daily targeting list, briefings, assessments, issue outlines, elements of country, regional, functional and theater related plans, information papers, maps, graphics, charts, illustrations and summaries designed to ensure maximum knowledge sharing Contractor shall provide non-personal services focused on specialized analytics in support of an existing targeting program to detect and monitor Counter-Narcotic networks operating within JIATFS’s AOR. These services will include the collection, analysis, comprehension, and profiling of illicit indicators associated with historic IP-based communication transactions and fuse this information with other multi-INT data sources to include, but not be limited to, Signals Intelligence (SIGINT), Open Source Intelligence (OSINT), All-Source Intelligence, Human Intelligence (HUMINT), Geospatial Intelligence (GEOINT) and Law Enforcement (LE) data.
