The scope of this acquisition included an End?of?Life (EOL) purchase of Military GPS User Equipment (MGUE) Increment 1 (Inc 1) Application Specific Integrated Circuits (ASICs) in support of DoD Military?Grade GPS Receivers and GPS-aided Precision Guide Munitions. The two MGUE Inc 1 ASICs are: National Stock Number (NSN)/ Part Number (P/N): Raytheon Technologies (4U884) DIAMOND ASIC NSN 5962?01?688?3714 Raytheon (4U884) P/N 6545462-02 Raytheon Technologies (4U884) Common Architecture for Assured Position, Navigation and Timing (CAAP) ASIC NSN 5962-01-688-3702 Raytheon (4U884) P/N C1219800-01 The resulting contract will also include requirements to store, manage, account for, validate, and distribute Raytheon’s respective MGUE Inc 1 ASIC products using a vendor-managed inventory (VMI) system. VMI will extend through calendar year (CY) 2029 if all options are exercised. The statutory authority permitting other than full and open competition is 10 U.S.C. § 2304(c)(1), implemented by FAR 6.302?1. There is only one or a limited number of sources and items specific to one manufacturer. Reason for Authority Cited – Raytheon, the design control authority of the DIAMOND and CAAP ASICs, has the technical data, data rights, and manufacturing knowledge necessary to test, store, distribute, and incorporate the ASICs into the next higher assembly to support various weapon systems across DoD.
