The approved J&A is for security services specifically related to SCIF construction, Intelligence Operations, Counter-Intelligence Operations, Counter- Surveillance Operations, Technical Surveillance Counter-Measures, Physical Security, or a combination of these areas. Familiarity and knowledge of the sixteen (16) standard divisions of construction, and knowledge of technical listening devices commonly used by foreign intelligence services. Personnel possess familiarity and knowledge with established security protocols and known challenges in assembling high security systems coordinating procurements, transportation, storage and installation of the US Government provided collateral equipment. The contract extension is for a total duration of 24 months for five (5) Construction Surveillance Technicians (CSTs) and 5 Cleared American Guards (CAGs), 26 months for the Site Security Manager (SSM), and 25 months for the CST Lead and CAG Lead. The extension of services is critical to ensuring that the construction renovation project complies with the requirements defined in the ICD 705, "Physical and Technical Security Standards for Sensitive 2 Compartmented Information Facilities," and the DoD 5105.21-M-Volumes 1,2,3, "Sensitive Compartmented Information Administrative Security Manual," dated October 2012. In addition, the ICD 705 has several implementing documents to include Intelligence Community Standard (ICS) 705-I, ICS 705-2 and the "IC Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (SCIF), IC Tech Spec for ICD/ICS 705," Version 1.5 and known as the Tech Specs.
