DISA’s DES ID/IQ is the enabling contract vehicle for consolidating Common Use IT and services for NIPRNet and SIPRNet across DoD Fourth Estate agencies into the single service provider environment known as DoDNet. Design, planning, and execution of legacy-to-DoDNet migrations occur exclusively under the DES ID/IQ, following DEPSECDEF authority granted in 2019. A 22 May 2026 Department of War CIO memorandum expands this by directing DISA to execute migrations for all unclassified (NIPR) and classified (SIPR) Common Use IT across FY2027 through FY2028. Because of the short timeframe, CCMD migrations are to be completed by the end of FY2028, and the DES ID/IQ is identified as the only viable contracting alternative. Upon migration completion, the preponderance of operations and sustainment activities will transition to the Government.
