The DES ID/IQ contract is the enabling vehicle for DISA’s consolidation of Common Use IT and services across NIPRNet and SIPRNet for DoD Fourth Estate agencies, with migrations to DoDNet designed, planned, and executed exclusively under this vehicle. This centralization was directed by a 15 August 2019 DEPSECDEF memorandum granting DISA authority to transition Defense Agencies and Field Activities from legacy Common Use IT into a single service provider environment. A 22 May 2026 Department of War CIO memorandum further directs DISA to execute migrations for all unclassified and classified Common Use IT across Combatant Commands during FY2027 through FY2028. Because CCMD migrations must be completed by the end of FY2028, the DES ID/IQ is described as the only viable contracting alternative. After migration, the preponderance of operations and sustainment activities will transition to the Government.
