DESCRIPTION OF ACTION: This is a Justification for Other than Full and Open Competition to include a sole source (brand name) specification for a Federal Signal Mass Notification Panel in under contract number W911KB20D0022 for FTG245 Repair Communications & Fire Systems B1928, B1929, B111 Fort Greely, Alaska. The solicitation will be a Request for Proposal under a SATOC resulting in a new firm-fixed price construction task order to be awarded with SRM funds. The building mass notification systems (BMNS) in each facility must have the capability to communicate with the Base-wide systems at Ft. Greely in order to tie in with the existing systems used by all buildings on Ft Greely. Market research included a notice of intent for sole source item posted on the Sam website (https://sam.gov/) and an internet search for the Federal Signal Mass Notification Panel. DESCRIPTION OF SUPPLIES/SERVICES: This Justification for the inclusion of a brand name specification for the Federal Signal Mass Notification Panel. The building mass notification systems (BMNS) is required to interface with the Fort Greely Federal Signal Remote Mass Notification ACU’s unit for emergency broadcasts in all facilities on Fort Greely. Fort Greely has standardized the systems on the installation, requiring that all new construction specify installation of only Federal Signal Mass Notification Panel. The use of the Federal Signal Mass Notification Panel is critical to the Government reliability mission.
