The current urgent situation exceeds existing capacity of the DHA MEDLOG Directorate that is responsible for orchestrating coordinated medical logistics support across the Military Health System (MHS). The workload is highly variable and includes equipping and supplying military treatment facilities (MTFs) providing direct care to beneficiaries, supporting research organizations developing countermeasures, and supporting the high volume of materiel demands on MTFs who support the Active, Guard, and Reserve forces as an Installation Medical Supply Activity (IMSA). Foundational planning and modeling assumptions about medical inventories and suppliers have been disrupted. DHA needs the ability to surge resources to address immediate needs, conduct better forecast future demand, and prioritize enterprise-wide support. Maintaining a single source of truth—plus the ability to model scenario-based demands—for the equipment and supply chain is critical. This contract is to provide the DHA MEDLOG Directorate scalable access to people and technology to support surge operations and meet analytic demands.
