The TRICARE Dual Eligible Fiscal Intermediary Contract (TDEFIC) provides claims processing and associated customer service support. This requested bridge action is to sustain the legislative mandate to offer coverage to active duty family members, retired members, their spouses and children, and their surviving family members subject to the provisions in Chapter 55, Medical and Dental Care; Title 10, United States Code (USC) of the Uniformed Services, who have Medicare and TRICARE dual eligibility and receive services in the United States and its territories. The current solicitation HT9402-19-R-0003 was issued June 27, 2019, as full and open competition and is currently in source selection. Due to the outbreak of the COVID-1 pandemic, the source selection process for the succesor contract, TRICARE Medicare Eligible Program (TMEP) was delayed. The nationwide stay-at-home orders, coupled with the need to develop a plan for a remote source selection process while maintaining the integrity of the process, negatively impacted the source selection timeline and necessitated the implementation of the bridge contract for continuity of operations during the TMEP transition process.
