This is a non- personal services contract involving operational support for the three (3) large-scale ongoing multi-mode surveys: (1) Health Care Survey of DoD Beneficiaries (HCSDB), (2) TRICARE Standard Survey of Civilian Providers (TSS-P) and (3) TRICARE Standard Survey of Beneficiaries (TSS-B). The Contractor shall perform all tasks necessary to design survey tools, produce surveys, conduct data collection, receive returns, analyze results, and produce reports. The core survey related tasks and services will include, but not be limited to, the following: • Receive and create sample lists from Government-supplied sample files and contact instructions for each survey fielding. • Print, assemble, and field AED-approved materials via postal mail-out and/or web-based and/or telephone interviews to designated survey sample (e.g., pre-notification, survey invitations, questionnaires, and reminder letters) according to AED-approved survey administration plan. • Design, program, host and maintain secure online survey services. • Maintain help center for sample members' inquiries/questions/concerns about the survey (reprint requests, general inquiries, etc.). • Monitor data collection operations by tracking sample non-response, response (partials and completes), eligibility, and disposition and provide regular updates. • Receive and process survey returns according to AED-approved coding schemes with survey data file transfers (FTP). • Prepare/present status updates (e.g., monthly reports, weekly updates while survey is in the field) on survey operations, as required. • Develop and implement survey disposition and other Government-requested variables, as directed. • Construct response datasets. • Provide verbatim qualitative data, as needed. • Provide methodological and database documentation, including but not limited to, documenting all survey administration operations, methods, coding, and editing/scanning. • Conduct non-response analyses.
