Services will include, but not limited to the following: A. Receive and create sample lists from Government-supplied sample frame files for each survey fielding. B. Print, assemble, and field survey materials via postal mail-out with follow-up telephone interviews to non- respondents. C. Review and update questionnaire content with DoD supplemental questions using HCAHPS, as the TRISS core I instrument. D. Maintain help center for sample members' inquiries/questions/concerns about the survey (reprint requests, general inquiries, etc.). E. Administer the survey and monitor data collection operations by tracking sample nonresponse, response (partials and completes), eligibility, and disposition. F. Receive and process survey returns according to AED-approved coding schemes with survey data file transfers (FTP). G. Prepare/present status updates (e.g., monthly reports, weekly tracking updates, etc.) on survey operations, as required. H. Develop and implement survey disposition and other requested variables as directed. I. Construct response datasets. J. Provide verbatim qualitative data as needed. K. Provide methodological and database documentation, including but not limited to documenting all survey administration operations, methods, coding, and editing/scanning. L. Analyze data and present findings at the MHS facility/civilian hospital. M. Develop and maintain web based results for reporting, trend reporting, benchmarking and quality improvement/best practices.
