Full Rate Production(FRP) for Enhanced Maritime Biological Detection (EMBD) The Joint Project Manager (JPM) for Chemical, Biological, Radiological and Nuclear (CBRN) Sensors, under the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) within the Department of Defense (DoD), is responsible for development, production and fielding of CBRN detection systems. The Joint Product Director for Biological Detection Systems (JPD-BDS), as part of the JPM CBRN Sensors, is conducting the EMBD upgrade to combat obsolescence in fielded automated biological detection systems, currently fielded to the Navy. Under the Full Rate Production (FRP) basic effort, the Contractor will provide production deliveries beginning in fiscal year (FY) 2021 and perform complementary activities required to support the EMBD program such as program management, systems engineering, software maintenance, obsolescence management and maintenance of logistical and technical data. Optional requirements will include hardware production and management of major obsolescence to support continuous fielding and to maintain the EMBD production line. The Contractor will build hardware in accordance with the EMBD Technical Data Package (TDP) developed and verified during Engineering and Manufacturing Design (EMD) and refined during Low Rate Initial Production (LRIP). JPEO-CBRND intends to award a new hybrid (90% Fixed Price Incentive – Firm Target (FPIF)/ 10% Cost Plus Incentive Fee (CPIF) delivery order (DO) under the Joint Enterprise Research, Development, Acquisition and Production/Procurement (JE-RDAP) omnibus contract (W911QY-18-D-0035) to Chemring Sensors and Electronics Systems (CSES), 4205 Westinghouse Commons Drive, Charlotte, NC 28273 in support of EMBD Full Rate Production (FRP). The Government has a requirement to procure 165 EMBD Modification Kits, 165 Initial Fielding Packages (IFP) and 102 External Controller Subsystems (ECS) to modernize the Joint Biological Point Detection Systems (JBPDS) fielded to the Navy. Government intends to award a DO, with a total period of performance of 74 months. The DO will have a base quantity plus five (5) option quantities, each requiring 14 months to execute. To meet the required fielding schedule, each option will have a two (2) month overlap due to excessive lead times of certain kit components. This FRP order is a follow-on effort for Engineering & Manufacturing Development (EMD) and Low Rate Initial Production (LRIP) which was competitively awarded to CSES in July 2018.
