(U) “Virginia Contracting Activity (VACA) is publishing this notice and Request for Information in accordance with 6.302-1, Only One Responsible Source & no other Services will satisfy Agency requirements. VACA intends to issue a short term (6 months + 2 1-mo options) sole source modification to the current Directorate of Science & Technology, OC2HO, SAP IT contract with Booz Allen Hamilton (BAH) dated August 2015. The minimum period of performance is 6 months and is not to exceed a total of 8 months. That order currently ends on April 28, 2020. Due to the highly classified nature of the Statement of Work, this order cannot be released under the Freedom of Information Act. (U) VACA is in evaluations of a replacement task order with a one-year base period and two 1-year options under the HELIOS ID/IQ contract, which have been significantly delayed due to COVID-19. The requirement consists of a complex integration of hardware, software, and services that are critical to organizational mission. The contract work is performed mainly in Reston, VA, with elements performed in other areas within the United States. In the short-term, there are no other contractors with the capability to maintain security-cleared staff and provide the level, breadth, and depth of support, and continuity of services required by VACA. (U) This notification alerts all vendors to this planned action. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether competition is viable. Responses to this notice should be submitted to the Contracting Officer, within 15 days from the date of this notice. No phone calls will be accepted in regards to this posting.”
