The purpose of this justification and approval (J&A) document is to extend contract services provided under the Enhanced Solutions for the Information Technology (IT) Enterprise (ESITE) Task Order (TO) 2 contract, HHM40215D0057/HM047618F0163, (hereafter “ESITE TO 2”) for a base period of 2 months with (1) one two-month option and (1) one one-month option period for a total period of five (5) months. The ESITE TO 2 was awarded to Vykin Corporation, now SOS International (SOSi). This is a Firm Fixed price contract. NGA’s ESITE TO 2 was awarded on 08 June 2018 against the Defense Intelligence Agency’s (DIA) ESITE IDIQ contract HHM40215D0057, for which the ordering period ended in July 2020. However, the IDIQ contract allows performance under task orders to continue for five (5) years beyond the last day of the ordering period, which would be 16 July 2025, in accordance with the basic contract FAR clause 52.217-9, Option to Extend the Term of the Contract (MAR 2000), paragraph (c). The proposed five-month period will be awarded utilizing an exception to the fair opportunity process. The present vendor, SOSi, is the only vendor able to provide continued services under ESITE TO 2 without unacceptable delays to existing mission requirements and near-term surges in mission requirements for procurement or development of replacement capabilities.
