The Naval Air Systems Command intends to issue a new Delivery Order under Basic Ordering Agreement (BOA) on an other than full and open competitive basis to Collins Aerospace in Vergennes, VT. This effort is to deliver up to one hundred and seventy-five (175) Pulse Health Monitoring System (PHMS). NAVAIR is not seeking another Health Monitoring System to replace the IVHMU, but only the PHMS necessary for installation of the IVHMU on the CH/MH-53E Helicopter. The authority permitting other than full and open competition is Title 10, U.S. Code 2301(c)(1), as implemented by the Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
