NOTE: THIS IS A SYNOPSIS AND FOR INFORMATIONAL PURPOSES ONLY. The primary purpose of an Independent Program Assessment (IPA) is to provide independent, objective advice to the Government about the readiness of a Space Systems Command (SSC) program. The IPA accomplishes its task when a briefing on its findings and its recommendation are briefed to the Government. Specific IPAs are defined in each Order. For this acquisition, a single-award will be issued to a vendor under the General Service Administration (GSA) Multiple Award Schedule (MAS) Special Item Numbers (SINs) 541330 ENG, Engineering Services, or 541715, Engineering Research and Development and Strategic Planning, via a small business set-aside. Each IPA Office of Primary Responsibility (OPR) scopes, plans, funds, and executes its individual IPA Order. The primary objective of the IPA is to provide highly skilled acquisition subject matter expertise to analyze ongoing acquisitions of major space weapons systems. SSC may conduct approximately three to four (3-4) IPAs per year for its Acquisition Category One, Two, and Three (ACAT-I, ACAT-II, ACAT-III) space weapons systems programs. On average, IPAs typically last 3-6 weeks; however, each review duration will vary depending on the complexity of the individual IPA. Upon notice of the upcoming IPA Order, the contractor shall provide confirmation of sufficient resources and personnel no later than (NLT) five (5) business days. IPA resources will perform the reviews in coordination with SSC/DSQ and the OPR.
