PRE-SOLICITATION NOTICE: This is NOT an Invitation for Bid (IFB) or request for bids. The Mission and Installation Contracting Command (MICC), Fort Lee, Virginia announces the announces the anticipated release of Solicitation Number W91QF5-21-B-0005, Fort Lee Postwide Paving, is being issued as an Invitation for Bid (IFB). All applicable provisions and clauses will be included in the actual solicitation. This electronic announcement constitutes the pre-solicitation notice. Interested parties should register on-line and subscribe to receiving procurement announcements related to this solicitation via the website at https://beta.sam.gov. There will be no paper copies of the IFB. All solicitation information may be obtained through https://betasam.gov website. Please reference Solicitation W91QF5-21-B-0005_IDIQ in the email subject line on all correspondence. Brief description of work: This Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract shall emcompass a wide variety of individual construction tasks as listed in VDOT Roads and Bridge Specification 2016, VDOT Roads and Bridges Standards 2016, and Fort Lee's Environmental Special Conditions Package (ESC) 2019. The individual requirements will vary in size and complexity to include a broad range of maintenance, repair, alteration and minor construction projects to real property. Work will be performed in support of the Directorate of Public Works (DPW), Fort Lee, VA. The Contractor shall maintain and repair all paved surfaces, including flexible and rigid pavements, paved roads, paved parking areas, sidewalks, recreational areas, road shoulders, ramps and bridge surfaces. Requirement shall include corrective paving actions as needed to surfaced areas, including, but not limited to: adding dirt and gravel to roadways and parking areas, repairing asphalt, milling, cape seal, chip seal, regrading, repainting and repairing potholes. The Contractor shall follow all current VDOT standards. During the contract ordering period, individual delivery orders will be issued to the contractor for specified project(s). Performance period for each project will be specified in each individual delivery order. Place of Performance: Fort Lee, Virginia (Prince George County) Tentative Dates: IFB: Will be available on or about 1 February 2021. Opening Bids: Will be on or about 4 March 2021. The issuance of the IFB will be the driver of the bid open dates. Once the IFB has been released Bid Due and Bid Open dates will be detailed within the IFB. Completing Contract Performance: The Indefinite Delivery/Indefinite Quantity (IDIQ) ordering period will consist of a twelve (12)month Base Year; and four (4) twelve (12) month option periods. The Government reserves the unilateral right to exercise each option period. The government reserves the right to award an additional six (6) month period at the end of the contract, if needed. Plans: Any plans associated with the Paving project(s) for the IDIQ will be provided when the IFB is posted. Set-Aside: The IFB once issued will be set-aside for 8(a) competitive small business concerns; all others will be deemed non-responsible. Contract award will be based on Sealed Bid - FAR Part 14. In accordance with FAR Part 14.408-1(a); award will be made to the responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and price-related factors included in the invitation. Site Visit: The Government does not intend to hold a site visit at this time; The Invitation for Bid will be available by Electronic Transmission only at https://betasam.gov. Potential bidders must be current registered in System for Award Management to be eligible for award. (See internet site: https://www.betasam.gov. Payment for delivery orders issued against this acquisition will be made through the SUS Wide Area Workflow (WAWF) System. Contractors must be registered in WAWF, see internet site: https://wawf.eb.mil for registration.
