This is a Sole Source synopsis published for informational purposes only. The Government intends to award a Firm Fixed Price (FFP) Purchase Order (PO) to fulfill the requirements of the attached Performance Work Statement (PWS) for the United States Air Force, AFRL/PZLE, Wright-Patterson AFB, Ohio 45433. The United States Air Force School of Aerospace Medicine (USAFSAM) Occupational and Environmental Analytical (OEA) services Industrial Hygiene Laboratory is accredited to ISO/IEC 17025 by the American Industrial Hygiene Association (AIHA) for fields of testing in Industrial Hygiene and Environmental Lead. Both the Industrial Hygiene Laboratory Accreditation Program (IHLAP) and the Environmental Lead Laboratory Accreditation Program (ELLAP) require annual participation in Proficiency Analytical Testing (PAT) programs in order to maintain accreditation. Additionally, a site assessment is required biennially. This procurement requires annual participation in both the IHPAT and ELPAT proficiency testing demonstration of capability program samples as well as IHPAT and ELPAT annual re-accreditation. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed action is for the procurement of services under North American Industry Classification System Code 813920 - Professional Organizations and PSC code R420 -Certifications And Accreditations For Products And Institutions Other Than Educational Institutions. Business size standard for NAICS 813920 is $16.5M. The proposed source is American Industrial Hygiene Association (AIHA). A determination by the Government not to compete the proposed contract, regardless of responses received from this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources or authorized distributors may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Monday, 13 January 2020, 3:00pm EST and meets all the requirements in the attached PWS, dated November 2019. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The proposed Sole Source is the only known source able to satisfy the Government's requirement(s); American Industrial Hygiene Association (AIHA), 3141 Fairview Park Drive Suite 777, Falls Church, VA 22042. The re-accreditation must be procured through the original accrediting body, AIHA-LAP. AIHA-PAT is the only proficiency testing vendor available to satisfy all of the testing scopes set forth in the accreditation requirements for both IHPAT Metals and Organic Solvents (active and passive) as well as ELPAT Soils, Paints, Dust. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
