Primary Schools in Kamzila Fea and Makhonza, Eswatini PURPOSE OF THIS ANNOUNCEMENT: This is a pre-solicitation announcement of a proposed contract pursuant to FAR 5.204. The US Government intends to announce a contract solicitation for design and construction services as described within this announcement within the next 30 days. This announcement is also meant to help identify potential contractors interested in and capable of performing this design and construction project. This is NOT a solicitation announcement and is not to be construed as a commitment by the US Government, implied or otherwise, to issue a solicitation or award a contract. OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT INFORMATION ABOUT THE PROJECT: The US Army Corps of Engineers (USACE), Europe District plans to solicit proposals for a design-build project for renovation of two existing school facilities in the Shiselweni Region of Eswatini. The USACE plans to include basic design criteria in the contract solicitation, with the intent to award a single construction contract to a design-build construction contractor that will complete the 100% design and construct the project. PROJECT LOCATION: The project site locations are as follows: (1) Makhonza Primary School Latitude 27°11'06.65"S, Longitude 31°15'10.29"E (2) Kamzila Fea Primary School Latitude 27°02'32.64"S, Longitude 31°31'24.35"E (Refer to the attached Location Map) PRE-PROPOSAL SITE VISIT: Kamzila Fea: 12 July 2024 at 13:00 Local Time (subject to change TBD) Makhonza: 12 July 2024 at 15:00 Local Time (subject to change TBD) Offerors must pre-register their attendees (a maximum of three (3) representatives from the firm) no later than July 10, 2024. To Pre-Register, complete the site visit attendee information sheets (must complete complete B.08_Eswatini Schools_Site Visit Attendee Worksheet_Master) submit via email to thomas.m.bookout@usace.army.mil, sterling.j.alphonse@usace.army.mil, and Kelsey.j.lahue@usace.army.mil. Offerors MUST pre-register in order to attend the site visit. IMPORTANT: Any individuals planning to attend must register in advance with all information provided in site visit attachment to be permitted access to the sites—please use the attendee information sheet attached to the RFP. Also, space may be limited and as a result the number of attendees per company may be limited. NOTE: Attendees must bring the ID cards/Passports they used to register for base access. PLANNED SOLICITATION INFORMATION: This is NOT a solicitation announcement at this time. The USACE anticipates that the solicitation announcement will be made in August 2024, or within 30 days of this posting and will contain many more details surrounding the project and instructions on how and when to submit a proposal. Any attachments within this posting are subject to change at the time of official solicitation posting, and it is the responsibility of the contractor to monitor this post. ESTIMATED VALUE OF THE CONTRACT: The estimated contract value is between $1,000,000 and $5,000,000 (USD). PERFORMANCE PERIOD: The anticipated contract duration is between one and two calendar years after contract award, including the complete design and the entire construction project. You can apply for an NCAGE code and a UEI number simultaneously, but both must be obtained in order to register on SAM. The online presentation contains detailed information on how to register to do contract work for the US Government, how to read and understand a USACE solicitation, and how to do construction work for the USACE. An NCAGE code is a five-character ID number used by the US Government to identify international companies. All non-US firms must obtain an NCAGE code. How does your company obtain an NCAGE Code? Unique Entity ID (UEI): Go to https://sam.gov/content/home and click on “Get Started” under “Register your Entity”.
