The Defense Logistics Agency (DLA) Troop Support Medical Supplier Operations Directorate- Philadelphia is conducting market research for a Tailored Logistic Support (TLS) initiative for Hospital Supply equipment, accessories, consumable, and durable mission related supplies. This acquisition targets commercial supply chain support for a wide variety of products in the Hospital Supply industry to meet customers’ needs, to include Medical and Dental Treatment facilities, military sites and other federally funded partners. This acquisition targets supply chain support for commercial medical equipment, accessories, consumable, and durable items used by medical professionals, technicians, and laboratory personnel to perform a treatment, test, or operation, or to provide medical care for a patient. In addition, vendors will provide the full range of logistics functions, including shipping, receiving, storage, inventory management, and transportation visibility to achieve a solution for DLA customers. DLA is seeking input from potential small and large businesses. This Sources Sought Notice is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products and/or services. Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise because of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Defense Logistics Agency in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract based on this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice. The submission of pricing structure, capabilities for planning purposes, and other market information is highly encouraged and allowed under this Sources Sought Notice in accordance with (IAW) FAR Part 15.201(e). The purpose of this Sources Sought Notice announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Businesses interested and capable of providing the scope of products outlined in the notice. Update 03/20/2025 : As part of our ongoing market research efforts, DLA is expanding the scope of analysis to include FOB Origin terms as an additional delivery method. The original sources sought established FOB Destination terms, which are still applicable, and the main evaluation point for the Price Evaluation List (PEL) in providing the source of supply. However, incorporating FOB Origin will provide a more comprehensive view of potential Government need, and capacity of suppliers for Foreign Military Sales requirements- which is now part of the market research initiative.
