This announcement constitutes a Sources Sought Synopsis and is for information purposes only. This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. The information submitted in response to this Sources Sought notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought request. All future or proposed submissions and solicitations requirements solicited on a Governmentwide Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought notice. No vendor will be provided information on solicitations issued on a Governmentwide Point of Entry based on this Sources Sought request. Hurlburt Field is conducting research to determine the existence of potential sources to provide testing specialist services at Hurlburt Field, FL, in accordance with the DRAFT Performance Work Statement (PWS). This effort falls under under NAICS 611710, Educational Support Services, and the Small Business size standard for this NAICS code is $15.0 million. Large and Small Businesses are invited to answer this market survey to determine market capabilities. This draft PWS has been included to give interested firms a general understanding of the nature and scope of work to be performed as well as to obtain feedback of the PWS to better understand the industry standard. This draft is not a final indication of all services to be performed under this contract effort. Instruction to Interested Offerors: To indicate positive interest or submit questions in regards to this requirement, please submit the following information to the 1st Special Operations Contracting Squadron: 1. Recent and relevant past performance on similar work and indicate how your firm is capable of performing the services as identified in the attached DRAFT Performance Work Statement (PWS). If none, indicate as such. A lack of past performance does not preclude contractors from indicating positive interest. 2. POC (name, telephone number, and email address) along with contractor's CAGE Code, DUNS, and thephysical location of your facility. 3. Indicate if your company is a Small or Large Business under NAICS 611710. 4. How long of a transition period would your company require to start performing services upon contract award? 5. How many personnel do you believe would be necessary to perform the require services? 6. How long would your company require to provide a Request for Quotation (RFQ) if a solicitation were issued? 7. Provide any additional questions concerning this requirement. Required Information: This request may not directly lead to a Request for Quotation/Proposal. Any interested party who can offer all of the above may submit an electronic written reply, of not more than 3 pages, addressing each of the above items and defining how their location is capable of ALL minimum requirements listed above.
