This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued using Simplified Acquisition Procedures. This competition is open to all businesses (full and open competition). The North American Industry Classification System Code (NAICS) for this requirement is 519210, Libraries and Archives, with a size standard of $21.0 Million. This solicitation incorporates the provisions and clauses in effect in Federal Acquisition Circular 2025-01 dated 11 November 2024 and Defense Publication Notice 20241115 dated 15 November 2024. Refer to the FAR and DFARS for this information at www.acquisition.gov. Requirement Description The Uniformed Services University (USU) Learning Resource Center (LRC) has a requirement for a cloud-based, FedRAMP compliant library services platform (LSP) encompassing a discovery component for one 12-month base year and four (4) 12-month options. Quotes that do not include access for all registered users are not acceptable. The Period of Performance including option years is 10 May 2025 - 09 May 2030. Each option will be a separately priced line item(s) for the period to be exercised. The Government will have the option to extend the effective period of performance under this contract for four years, as noted above.
