This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued using Simplified Acquisition Procedures. This requirement is set-aside for small businesses. The North American Industry Classification System Code (NAICS) for this requirement is 513120, Periodical Publishers, with a size standard of 1,000 employees. This solicitation incorporates the provisions and clauses in effect in Federal Acquisition Circular 2024-01 dated 14 November 2023 and Defense Publication Notice 20231117 dated 17 November 2023. Refer to the FAR and DFARS for this information at www.acquisition.gov. Requirement Description The Uniformed Services University of the Health Sciences (USU) has a requirement for online journal subscriptions to support the University’s students, faculty and researchers. All subscriptions must be available in electronic format to be accessed by all approved USU patrons via the Internet. Remote access via a secure EZ Proxy server and compliance with ASA guidelines is required. Quotes that do not include access for all registered users are not acceptable. The Period of Performance is 1 January 2024 - 31 December 2024. The required journal titles are outlined in Attachment 1: Journal Subscriptions List. Please see attached RFQ and attachments for full detail. The purpose of Amendment P00001 is to provide ansewrs to the questions submitted. Please see the attached document for answers to questions received. All other terms and conditions remain unchanged.
