This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is requested and a separate written solicitation will not be issued. The solicitation is being issued using Simplified Acquisition Procedures. This competition is open to all businesses (full and open competition). The North American Industry Classification System Code (NAICS) for this requirement is 511210, Software Publishers with a size standard of $41,500,000.00. This solicitation incorporates the provisions and clauses in effect in Federal Acquisition Circular 2020-04 dated 15 January 2020 and Defense Publication Notice 20200114 dated 14 January 2020. The Uniformed Services University of the Health Sciences (USU) has a requirement for 91 units of IBM SPSS Statistics Standard Campus Edition License Subscription and Support (12 months). SPSS is required in several education courses for the USU Graduate Education School and the Graduate School of Nursing. The software is also used in a variety of research projects in the University.
