General Information This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is requested and a separate written solicitation will not be issued. The solicitation is being issued using Simplified Acquisition Procedures. This competition is open to all businesses (full and open competition). The North American Industry Classification System Code (NAICS) for this requirement is 334516 - Analytical Laboratory Instrument Manufacturing and the size standard is 1,000. This solicitation incorporates the provisions and clauses in effect in Federal Acquisition Circular 2019-01 dated 12 July 2019 and Defense Publication Notice 20190628 dated 28 June 2018. Questions Vendors must submit all questions concerning this solicitation in writing to the contracting officer by the date and time stated above. All responses to the questions will be made in writing. Quote Submission Vendors must submit their quotations via email to the Contracting Officer no later than the date and time specified. FAX quotations will not be accepted. Quotes received after the response date and time will not be considered. Please reference the RFQ number in the subject line of email communications. System for Award Management (SAM) In order to be eligible for award, vendors must be registered in SAM (www.SAM.gov ). Instructions to Vendors 1. Brand Name or Equal The Vendor must propose the brand name item requested or an equivalent item. The equivalent item proposed must meet or exceed the salient characteristics of the brand name item. 2. Minimum Specifications Confirmation The Vendor is required to confirm that the equivalent product proposed meets or exceeds the salient characteristics (minimum specifications) identified in in the Salient Characteristics Product Table (See Attachment 3). Positive confirmation is required for each characteristic listed in the table. Failure to confirm or identify the characteristic will result in rejection of the quote (non-responsive). 3. Quote Requirements To be eligible for award, the Vendor must quote on all products/items identified in the government's requirement. See Attachment 3. Failure to quote on all items will result in rejection of the quote (non-responsive). 4. Refurbished Items Unless specifically requested in the solicitation, refurbished items will not be accepted. 5. Quote Submission a. Vendors must confirm that equivalent product submissions meet or exceed the salient characteristics listed below. b. Vendors are encouraged to submit product literature to augment their quote submission. c. Quote submissions must include the • company's full name and address • CAGE, DUNS, and Tax Identification Number • name, title, phone number, and email of the person authorized to sign contracts for the company 6. Price Quote a. The quote should mirror (identify) the items listed in the Price Quote Structure Table (See Attachment 3). The Vendor may add lines to their quote if needed to account for additional charges or for items that are separately priced. b. If the product is part of a system, the Vendor should identify that the product is a system (component parts are not separately priced) and identify the individual components that are included in the system. c. The Vendor shall provide a total delivered price for the offer. d. Quote prices shall be held for a minimum of 60 days. 7. Delivery a. Delivery is FOB Destination to the main campus address in Bethesda, Maryland. b. Delivery Address - The delivery address and Point of Contact for the University is provided in Box 15 of the contract. The intended recipient within the University will be identified separately. The Vendor is required to identify the delivery recipient and their location on the shipping label and/or the packing slip. Estimated Delivery Date - With their quote, the Vendor shall provide the date the item will be delivered or provide the estimated number of days, weeks, etc. that delivery will occur after receipt of the contract. "Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.
