The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01 dated 12 June 2019 and Defense Publication Notice 20190531 dated 31 May 2019. Offerors must submit all questions concerning this solicitation in writing to the contract specialist by 4:00PM Thursday, 11 July 2019. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. This requirement is being solicited as full and open competition. The North American Industry Classification System Code (NAICS) is 339112 Surgical and Medical Instrument Manufacturing with a Small Business Size Standard of 1,000 employees. The basis of award will be lowest price technically acceptable (LPTA). Description The Uniformed Services University of the Health Sciences (USU) has a requirement for one Laser Speckle Contrast Imager. The imager will be used for research and training of graduate students in USU's Pharmacology Department. The Government intends to award a contract resulting from this solicitation to the most responsible and responsive Offeror with the lowest price offer that meets the minimum specification requirement. To be eligible for award, Offerors must propose a laser speckle contrast imager that meets all specifications. Refurbished products will not be accepted. Please see attached RFQ for further detail.
