This announcement constitutes the only solicitation; a quote is requested and a separate written solicitation will not be issued. The solicitation is being issued using Simplified Acquisition Procedures. The solicitation number for this requirement is HU000119RT217 and is hereby issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02 dated 5 June 2019 and Defense Publication Notice 20190531 dated 31 May 2019. Offerors must submit all questions concerning this solicitation in writing to the contract specialist by the date and time stated above. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. This requirement is being set aside for small business competition. The North American Industry Classification System Code (NAICS) 339112 (Surgical and Medical Instrument Manufacturing, 1,000 employees). The basis of award is lowest price technically acceptable (LPTA). Requirement Description The Uniformed Services University of the Health Sciences (USU) has a requirement for two (2) abdominal examination task trainers. See the Product Table below. The purpose of this abdominal examination task trainer is to teach medical students how to palpate the abdomen for clinical examinations. These task trainers teach clinical skills to both medical and graduate nursing students at all levels. Specifications · Life-like quality of abdominal skin · Interchangeable livers, spleens, abdominal aortas and masses of various sizes can be quickly and easily inserted into the abdomen. · Model is suitable for both table top use and hybrid use with Simulated Patient sitting at head end. · Respiratory movement of liver and spleen can be controlled by trainer/SP · Integral MP3 player offers normal and high-pitched or obstructed bowel sounds, renal and aortic bruits. · User can record and add further sounds to the SD card · Organs respond appropriately to percussion · Allows ballottement of kidney (a maneuver in which the kidney is moved by pressure from behind, allowing it to be palpated between the hands) · Abdominal Examination Distension Set, consisting of o Ascites Bag o Distension Foam Insert o Gaseous Distension Bag o Gaseous Distension Pump · All components are latex free · Skin surface washable using soap and water · Weight of model is within male and female health & safety limits for lifting to chest height. Offeror must provide written confirmation (technical submission and/or product brochure) that the product proposed meets (or exceeds) each of the specifications listed. Offeror’s submission must include a picture of the proposed product. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation. Offeror’s quote should mirror the product lines in the table above. Offeror’s may add lines to their quote if needed to account for additional charges. Delivery Delivery is FOB Destination and shall occur NLT 60 days after award is made. The vendor is required to provide the full delivery address on the shipping label and provide the purchaser’s delivery location on the packing slip. The name and contact information (phone and email address) will be provided at the time of contract award.
