This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures, to include FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) and Defense Federal Acquisition Regulation Supplement (DFARS). Requirement USU has a requirement for: 1. Three (3) Gamma Ion Chambers, Manufacturer Part # RS-C4-0806-112 Required Specifications Offerors responding to this RFQ, must submit a quote for Gamma Ion Chambers that meet the following specifications: • Maximum diameter: 1.032 in (26.2 mm) • Maximum overall length: 36.35 in (920.8 mm) • Connector Type: M.H.V. • Maximum weight: 3000 gm • Body Material: 1100 Aluminum • Connector Material: Brass, Silver Plated • Connector Insulator: Teflon • Internal Insulator: Alumina Ceramic • Coating Material: None • Window Material: None • Primary Gas: N2 • Total Pressure: 14.7 psia (0.10 MPa) • Resistance: o Signal to Ground: 1.00E+13 o HV to Ground: 1.00E+12 o Comp to Ground: ohms • Capacitance: o Signal to Ground: 95 o HV to Ground: 157 o Comp to Ground: pF ± 20% • Maximum Voltage: 800 volts • Maximum Temperature: 300 degrees C • Gamma flux range: 1.0E+01 to 1.0E+09 R/hr • Gamma sensitivity: 4.90E-13 Amps/R/hr± 20% • Beta Sensitivity: Amps/mCi± • Test source: Co-60 SOURCE • Voltage Range: 100 to 700 volts • Saturation: % at Amps and 50 volts Items will be shipped to Bethesda, MD. Response Offerors interested in responding to this requirement must provide a technical response and a quote for three Gamma Ion Chambers, manufacturer part # RS-C4-0806-112. The technical response and quote should be in two separate files. Quoted items must be new. Quotes for refurbished equipment will not be considered. The technical response should include a completed version of the chart provided in Attachment 1 - Offeror's Acknowledgement of Required Specifications acknowledging quoted Gamma Ion Chambers meets each required specification. Quotes must include all applicable costs including shipping and handling, the total quoted price will be the evaluated price. Evaluation Criteria In order to be eligible for award, offerors must be registered in the System for Award Management (SAM.gov). Registration must include completed representations and certifications by the close date of the solicitation. The government intends to award a single firm-fixed priced (FFP) order, based on a lowest price technically acceptable basis (LPTA). The government reserves the right to award without discussions. If not completed in their SAM registration, offerors must also complete all applicable provisions and clauses listed in Attachment 2 - Provisions and Clauses. Deadlines Questions/clarifications regarding this solicitation must be submitted via email to emily.mashek@usuhs.edu by 16 April 2019. Any question received after 16 April 2019 will not be answered. Questions will not be answered over the phone or submitted by any other means. All questions will be answered in an amendment to the solicitation posted on or around 17 April 2019. Quote packages are due by 5:00 PM EST on 19 April 2019. Quotes must be submitted via email to emily.mashek@usuhs.edu. Quotes will not be accepted by any other means. Late quotes will not be considered. Offerors will receive an email confirmation that their quote was received and whether it was on time or late within two (2) business days. Quote packages should include a cover sheet that provides the following information: • Company Name • Point of Contact, to include email and phone number • DUNS Number • Statement that includes acknowledgement of latest amendment number (if applicable). Failure to acknowledge the most recent amendment number, may render an offeror's quote non-responsive. • Preferred method of payment (Visa or EFT) Please see attached RFQ for full details and requirement.
