The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. Justification: In accordance with FAR 13.106-1(b)(1) The HAPSITE ER manufactured by Inficon, Inc. is used by all of the military services and by a variety of different federal agencies. The intent behind PMB department requesting this specific instrument is so that graduate students can be taught/trained on the principles of GC/MS and identification /quantification of known and unknown chemicals using the exact same make and model of instrument that they will be likely to use when they depart USU and join Field Sanitation Teams, Forward Deployed Preventive Medicine Units, or other similar teams and/or organizations. Using a different GC/MS will put students at a great disadvantage if they learn/train or perform research using an instrument type that is different than the instrument type that they are most likely encounter in the field. The training and research that our students will complete at USU using the same instrument make/model that they will encounter in the field would offer them, their team, and field commanders a distinct advantage in quickly obtaining and interpreting the data needed for rapid decision making. This is not a request for quotes and a solicitation package will not be issued. In accordance with 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the above mentioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government. Responses must be received via email (jason.motala@usuhs.edu) by 3:00 p.m. ET on 2 May 2019. This service will be procured in accordance with the procedures of FAR Part 8- Required Sources of Supplies and Services.
