The purpose of this synopsis is to notify interested parties that the United States Transportation Command (USTRANSCOM) Acquisition (AQ) office anticipates the issuance of a solicitation for air transportation services via commercial scheduled service routes to transport military and Government civilian passenger movement and essential cargo to/from Palm Beach International Airport, FL (KPBI) to Andros Town Bahamas (MYAF), five days a week. Additional missions between these locations may be required mid-day during the week, weekends and holidays and will be scheduled by mutual agreement. The estimated flight hours between KBPI and MYAF is 55 minutes. The Government intends to offer a single, fixed rate schedule contract to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered in accordance with the Request for Proposal (RFP). All responsible sources may submit a proposal which shall be considered by the agency. Contractors shall be Commercial Airlift Review Board (CARB) approved before proposals are submitted. In addition, Contractor shall own and operate their own aircraft. The period of performance shall begin 1 Oct 2025 or date of award if subsequent thereto, through 30 Sep 2026, followed by four one-year option periods, through 30 Sep 2030. The contract will include FAR clause 52.217-8, Option to Extend Services. This acquisition is being conducted under FAR Part 15, Contracting by Negotiation, and FAR Part 12, Acquisition of Commercial Items. Proposals will be evaluated using the factors identified in the RFP. Noncompliance may be grounds to eliminate the proposal from consideration of contract award. An RFP should be available on SAM.gov on or about 17 March 2025. No hardcopies of the solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ-C.
