The contractor shall provide all personnel, equipment, tools, materials, maintenance, supervision, documentation and other items and services necessary to perform air charter transportation services to transport Human Remains and escorts. Missions will normally originate from the Air Force Mortuary Affairs Operations (AFMAO) at Dover Air Force Base (AFB), Delaware, but in some instances may originate from other locations. Place of Performance: Flight coverage includes the Continental United States (CONUS), Alaska, Canada, Mexico, Puerto Rico, Jamaica, U.S. Virgin Islands, and other North American countries, agreed upon between the contractor and the Contracting Officer at both military and commercial airfields.. Period of Performance (PoP): Anticipated Contract Period: Base year: 1 October 2023 to 30 September 2024 Option year 1: 1 October 2024 to 30 September 2025 Option year 2: 1 October 2025 to 30 September 2026 Option year 3: 1 October 2026 to 30 September 2027 Option year 4: 1 October 2027 to 30 September 2028 The Government intends to award a single Firm Fixed Price Contract to an offeror who is current CARB-approved, FAR Part 135 carrier. This solicitation will be a 100% Small Business Set-Aside. Contractors will be required to perform all services identified in the RFP. The air operator must be Department of Defense (DoD) Commercial Airlift Review Board (CARB) approved. If an offeror’s proposal does not meet this requirement, as determined by AMC/A3B, the offeror will be excluded from consideration. The Performance Work Statement (PWS) (Attachment 1) details the specific efforts to be accomplished. This RFP is being issued subject to the availability of funds. In accordance with FAR 52.232-18, Availability of Funds, the Government’s obligation under this contract is contingent upon the availability of funds from which payment for this contract’s purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
