The purpose of this synopsis is to notify interested parties that the USTRANSCOM Directorate of Acquisition anticipates issuance of a solicitation to provide Aerial Delivery Services (ADS at Dyess AFB... The purpose of this synopsis is to notify interested parties that the USTRANSCOM Directorate of Acquisition anticipates issuance of a solicitation to provide Aerial Delivery Services (ADS at Dyess AFB, TX; Joint Base Charleston, SC; and Joint Base Lewis-McChord, WA. ADS will be provided in support of Air Mobility Command (AMC) Air Crew training requirements and Drop Zone/Landing Zone (DZ/LZ) locations. The period of performance is 1 October 2022 through 30 September 2027, which includes four one-year option periods. This requirement will be a Full and Open Competition with Subcontracting opportunities under NAICS: 488119. A Request for Proposal will be available on www.sam.gov on or around 2 February 2022. No hard copies of this solicitation will be issued. All responsible sources may submit a proposal, which shall be considered by the agency. This procurement will be a competitive best value source selection. The Government will conduct a Past Performance Price Tradeoff source selection in which competing offerors’ past performance will be evaluated on a basis significantly more important than cost or price considerations. Technical factors (Performance Work Statement (PWS) Acknowledgement Memo, Staffing Plan (By Location), Contractor-Furnished Equipment (By Location), and Continuation of Essential Services Plan) will be evaluated on an Acceptable/Unacceptable basis. Due to the on-going COVID-19 Pandemic, a pre-proposal conference site visit will not be conducted at Dyess AFB, TX; Joint Base Charleston, SC; or Joint Base Lewis-McChord, WA; the pre-proposal will be conducted via Microsoft TEAMS teleconference on 14 February 2022 at 1:00 p.m., Central Standard Time (CST) for the purpose of reviewing the solicitation, discussing PWS requirements and accepting questions.
