Provide Stevedoring and Related Terminal Services (S&RTS) handling the import and export of Defense Transportation System (DTS) sponsored and non-sponsored cargo through Packer Avenue and Tioga Marine Terminals located in Philadelphia, Pennsylvania. These two strategic northern seaports are located on the Delaware River, Packard (under the Walt Whitman Bridge), and Tioga located just south of the Betsy Ross Bridge. All tasks shall be completed per requirements stated throughout this Performance Work Statement (PWS) and in a manner consistent with “Safety, Efficiency, and Customer Service in Mind”. S&RTS services will cover the full spectrum of managing US military cargo (e.g. containers, vehicles, breakbulk, and rotary or fixed wing aircraft) transiting through Philadelphia, PA shipping terminals. Operational tasks shall include but are not limited to “all” stevedoring and longshoring services required to manage vessel, truck, rail loading and discharging, port reception and disposition, cargo management (staged, prep, and onward moved), intra port transfers, vessel prep, documentation (tallying and checking), and warehousing/storage of dunnage & tiedown materials.

The purpose of this synopsis is to notify interested parties that the United States Transportation Command (USTRANSCOM) Acquisition (AQ) office anticipates the issuance of a solicitation for Stevedoring and Related Terminal Services (S&RTS) in Philadelphia. The Government intends to offer a single, fixed rate schedule Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five (5) year ordering period to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered in accordance with the Request for Proposal (RFP). All responsible sources may submit a proposal which shall be considered by the agency. The Period of Performance for this requirement is: 15 March 2026 through 14 March 2031. The contract will include FAR clause 52.217-8, Option to Extend Services. This acquisition is being conducted under FAR Part 15, Contracting by Negotiation, and FAR Part 12, Acquisition of Commercial Items. Proposals will be evaluated using the factors identified in the RFP. Noncompliance may be grounds to eliminate the proposal from consideration of contract award. Award will be made on the basis of Lowest Price Technically Acceptable (LPTA). An RFP should be available on SAM.gov on or about 04 September 2025. No hardcopies of the solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ-R.
