The Military Surface Deployment and Distribution Command (SDDC), 834th Transportation Battalion, Military Ocean Terminal Concord (MOTCO) owns approximately 43 miles of railroad track within the installation complex and five locomotives. The Contractor shall provide management, tools, supplies, equipment, labor and other items necessary to perform railroad inspection, preventive maintenance and produce reports as defined within this Performance Work Statement (PWS). The Contractor shall also provide Rail Operating Crews (ROC) and supplemental locomotives as needed to sustain rail capabilities within the terminal in support of missions, contingency, and surge operations.The main objectives of this contract are to ensure the MOTCO railroad system remains in a safe and reliable operating condition and to leverage rail industry capabilities in support of the Joint Deployment and Distribution Enterprise(JDDE).The Contractor shall fully comply with the most recent and current federal, state, and local laws and regulations, U.S. Army directives and instructions as outlined in section 12.0, and other documents set forth in this PWS. Amendment 1 (14 Dec 2023): This RFP has been amended to update Attachment 5, Pricing Schedule, and to incorporate FAR 52.204-29 and 52.204-30. As a result of these changes, the response date has been extended to 12:00 PM on 11 January 2024. Amendment 2 (29 December 2023): This RFP has been amended to incorporate the results of the Q&A period as well as changes resulting from those interactions, to update the RFP, PWS, and Attachment 5 to incorporate a separate CLIN for contingency services, and to extend the past performance questionnaire due date (Attachment 4) and notification of intent (RFP) to submit a proposal to 5 January 2024.
