The Military Surface Deployment and Distribution Command (SDDC), 834th Transportation Battalion, Military Ocean Terminal Concord (MOTCO) owns approximately 43 miles of railroad track within the installation complex and five locomotives. The Contractor shall provide management, tools, supplies, equipment, labor and other items necessary to perform railroad inspection, preventive maintenance and produce reports as defined within this Performance Work Statement (PWS). The Contractor shall also provide Rail Operating Crews (ROC) and supplemental locomotives as needed to sustain rail capabilities within the terminal in support of missions, contingency, and surge operations. The main objectives of this contract are to ensure the MOTCO railroad system remains in a safe and reliable operating condition and to leverage rail industry capabilities in support of the Joint Deployment and Distribution Enterprise (JDDE).
