Coast Guard members (collectively customers). The contractor shall assume all responsibility from point of receipt to the point custody of HHG/UB transfers to a receiving party. The contractor’s responsibilities include but are not limited to: (1) operating storage facility(s), (2) handling-in HHG/UB, (3) storage of HHG/UB, ensuring adequate protection of shipments is provided at all times, (4) handling-out, and (5) resolving HHG/UB loss or damage claims. The North American Industry Classification System (NAICS) code for this requirement is anticipated to be 493110, General Warehousing and Storage with a size standard of $30.0M. This requirement is anticipated to be a 100% small business set-aside. The Government anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The RFP for Non-Temporary Storage of Retrograde Household Goods (NTS-R) has been protested before the Government Accountability Office (GAO). In accordance with the Competition in Contracting Act (CICA), USTRANSCOM will continue with proposal evaluations; however, a contract award will not be made until the GAO ruling is final. A decision is expected from GAO on or before 26 July 2021. USTRANSCOM has a responsibility to improve the overall efficiency and interoperability of distribution related activities within the Department of Defense.
