The purpose of this synopsis is to notify interested parties that the United States Transportation Command (USTRANSCOM) Acquisition (AQ) office anticipates issuing a solicitation for Stevedoring and Related Terminal Services (S&RTS) at the Port of Bremerhaven, Germany. The Government intends to offer a single, fixed rate schedule IDIQ contract with a 5-year ordering period to the responsible vendor whose proposal conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Proposal (RFP). The contract will include FAR clause 52.217-8, Option to Extend Services, to possibly extend the period of performance and additional six (6) months. The Period of Performance for this requirement is: 1 January 2021 – 30 June 2026. Basis for contract proposal award: This acquisition is being conducted under FAR Parts 15, Negotiation, and Part 12, Acquisition of Commercial Items of the Federal Acquisition Regulation (FAR). Proposals will be evaluated using the factors identified in the RFP. Noncompliance may be grounds to eliminate the proposal from consideration for contract offer. Offer will be made on the basis of lowest evaluated price of the proposal whose technical factor is rated “acceptable” A RFQ should be available on Beta.SAM.Gov. on or about 20 Aug 2020. No hardcopies of the solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ-R.
