Military Surface Deployment and Distribution Command (SDDC) requires procurement of Port & Regional Logistics Services in connection with the import and export of Defense Transportation System (DTS) sponsored cargo. SDDC requires S&RTS labor, equipment, gear, tools, documents, materials and miscellaneous supplies and management services to satisfy all tasks provided in this Performance Work Statement (PWS). The PWS will cover the full spectrum of tasks and shall be inclusive of services required for stevedoring and related terminal services, cargo transportation services to include Port & Regional Logistics Services by handling surface moving cargo receipt, disposition, warehousing, storage and processing cargo for simultaneous shipments via multiple surface modes of transportation and accessorials.

The purpose of this synopsis is to notify interested parties the USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation for Port and Regional Logistics Services (P&RLS) in Europe to include services at any port within the EUCOM Area of Responsibility (AOR). Services include providing all technical support, personnel, supervision, equipment, tools, materials in connection with the receipt, disposition, processing and loading/discharging of vessels at the seaports. The general scope of P&RLS services encompasses the full spectrum of cargo transportation services in connection with the import and export of Defense Transportation System (DTS) sponsored cargo. Services are to include Port & Regional Logistics Services by handling surface moving cargo receipt, disposition, warehousing, storage and processing cargo for simultaneous shipments via multiple surface modes of transportation and accessorials. The applicable North American Industrial Classification System (NAICS) code is 488320. The Government anticipates issuing a Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with base period of performance from 1 October 2020 through 30 September 2021 to include two (2) one-year option periods with an optional 6-month extension. A Request for Proposal (RFP) will be available on beta.sam.gov on or about 24 July 2020. No hardcopies of this solicitation will be issued.
