The purpose of this synopsis is to notify interested parties that the United States Transportation Command (USTRANSCOM) Acquisition (AQ) office anticipates issuing a solicitation for Stevedoring and Related Terminal Services (S&RTS) at Port Hiroshima and West Japan and other related operations at other U.S. Military Installations in Okinawa Prefecture, Japan to include: Ports of Kure, Hiro, Akizuki, Kawakami Ammunition Depot, Marine Corps Air Station Iwakuni and the Sasebo Naval Base; located in the Hiroshima, Yamaguchi and Nagasaki Prefectures The contractor shall provide all gear, equipment, materials, space, management and sufficient amounts of qualified labor to satisfy the full scope of stevedoring for this requirement. This notice does not constitute a solicitation for proposals. The general scope of Stevedoring and Related Terminal Services includes: 1. Vessel Discharging 2. Handling Explosives 3. Operate Material Handling Equipment (MHE) 4. Roll on/Roll off 5. Lashing and Securing 6. Unlashing and Unsecuring Cargo 7. Loading and Unloading 8. Barge Cargo 9. Dangerous Cargo 10. Maintenance Support 11. Carpenter work, Welding and Burning 12. Stuffing and/or Stripping The applicable North American Industrial Classification System (NAICS) code is 488320. USTRANSCOM anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) 5-year ordering period contract. In addition, FAR clause 52.217-8, Option to Extend Services, will be included, possibly extending the period of performance an additional six (6) months. Award will be made on the basis of a Lowest Price Technically Acceptable source selection in accordance with FAR 15.101-2. The Product Service Code (PSC) is V114 - Transportation, Travel and Relocation Services-Stevedoring. No small business Set-Aside utilized. The Government intends to award a single-award IDIQ 5-year ordering period contract with a performance period starting 1 Apr 20 through 30 Sept 25 includes a six month extension of services. Release of a Request for Proposal (RFP) should be available on FBO.gov (www.fbo.gov) on or about 22 November 2019. No hardcopies of this solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ. The solicitation shall be posted in its entirety at this website.
