This is the Multimodal (MM)-3 Solicitation ******************************************************************** Posted 10 January 2019 MM-3 Pre-Proposal Conference USTRANSCOM Acquisition Directorate plans to conduct a Multimodal (MM)-3 Pre-Proposal Conference 24 January 2019 from 1200-1500. The Pre-Solicitation Conference will be held at the MITRE Corp. Building at 505 Corp Center Rd, Shiloh, IL 62221 (Corner of Route 158/Air Mobility Dr & Sibert Rd). The conference will provide an overview of the MM-3 RFP and an opportunity to discuss questions and concerns with the upcoming solicitation. Due to size limitations of conference area, each Carrier will be limited to sending 2 representatives to the meeting. If you plan to attend the meeting, please RSVP to Shanda Lyman (shanda.l.lyman.civ@mail.mil) NLT 1600 CST on 18 January 19. The Government will not provide any reimbursement for attending this Pre-Solicitation Conference. The MM-3 contract will be limited to those contractors who are Voluntary Intermodal Sealift Agreement (VISA) Participants or Civil Reserve Air Fleet (CRAF) Participants at time of proposal submission. MITRE Corp facility restricts access to U.S. citizens only, unless given a minimum of 10 business days notice to process facility security requirements. No foreign nationals will be permitted to attend this conference due to the approval process timeline. Please see the attached MITRE Helpful Hints for additional facility information. ********************************************************************* Posted 10 January 19 MultiModal - 3 (MM-3) SYNOPSIS As a component command of the United States Transportation Command (USTRANSCOM), the Military Surface Deployment and Distribution Command (SDDC) has a requirement to provide global international, commercial, door to door, cargo transportation services through multiple or single modes (e.g. airlift, sealift, linehaul) of transportation. Contractors shall be Department of Defense approved carriers, not in a suspended non-use status (carrier in good standing), participating in the Civil Reserve Air Fleet (CRAF) or Voluntary Intermodal Sealift Agreement (VISA) at the time of proposal submission and throughout the performance of this contract. For CRAF, the contractor shall be a U.S. registered air carrier operating under Federal Aviation Regulations, Part 121, and possessing a current certificate issued by the FAA pursuant to Federal Aviation Regulations, Part 121. For VISA, the contractor shall be the owner/operator of U.S. Flag vessels and shall comply with the Cargo Preference Act of 1904. The North American Industry Classification System (NAICS) code is 488510. The solicitation for this acquisition will be released electronically and will be available only on the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov.
