The purpose of this effort is to supply rail chain tiedown assemblies for the fleet of railway flat cars owned and managed by the Department of Defense (DoD). Rail chain tiedown assemblies as a whole, and each component, shall be composed of all new material and conform to the requirements of Association of American Railroads (AAR) Open Top Loading Rules (OTLR), Section 1, Part 2, paragraph 21 current as of the date of shipment. The work performed for this requirement will occur at the contractor's place of business. The Base Period of performance for this requirement is from 1 October 2019 to 30 September 2020. Option Period One shall be from 1 October 2020 to 30 September 2021. Option Period Two shall be from 1 October 2021 to 30 September 2022.
