The Government intends to solicit written proposals for Dedicated Fuel Barge in the Atlantic Region for the transportation of all required Department of Defense-owned bulk jet fuel (JP5 and JP8), marine diesel (F76) and commercial (Jet-A) by tug and barge between all ordered United States ports and points on inland waterways in Delaware, Virginia, Maryland, Pennsylvania, New Jersey, Connecticut (for deliveries to New Haven), Massachusetts (for deliveries to Quincy), Maine (for deliveries to Portland) and Washington DC and other East coast locations specified in the Performance Work Statement. Contractor’s operations shall be on the tributaries. Movements between the Delaware River and Chesapeake Bay shall be accomplished by transiting the Chesapeake & Delaware (C&D) Canal. The period of performance will consist of a 10-month base period and two one-year option periods. The NAICS code 483211 applies. A Request for Proposal (RFP) will be available on Federal Business Opportunities on or about 15 August 2012 with a closing date for receipt of offers on or about 14 September 2012. No hardcopies of this solicitation will be issued. The solicitation will be available only at the FedBizOps website, http://www.fbo.gov. All responsible sources may submit a proposal, which shall be considered by the agency.
