The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West (HCD-W), San Diego, intends to negotiate and award a firm fixed price contract for Bio-Rad Unity Quality Control Software Subscription (along with accompanying Direct Connect and Westgard Advisor Subscriptions). These services support David Grant Medical Center (DGMC), Travis Air Force Base (AFB) in accordance with Federal Acquisition Regulation FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to: BIO-RAD LABORATORIES, INC. 2000 Alfred Nobel Dr Hercules, CA 94547-1804 The North American Industry Classification System (NAICS) code for this requirement is 541519 – Other Computer Related Services and the business size standard is $34.0 millions of dollars. The Product Service Code (PSC) is 7A21 – It and Telecom - Business Application Software (Perpetual License Software) The objective of this sole source award is to procure a subscription for Bio-Rad Unity Real Time software, including Direct Connect Support and Westgard Advisor Subscription, to ensure continued functionality and compliance with laboratory quality control requirements. Bio-Rad Laboratories Inc. is the sole manufacturer and supplier of the Bio-Rad Unity Real Time software, as confirmed in a sole source letter provided to the contracting office. The anticipated period of performance is one base year plus four option periods, from 01 October 2025 to 30 September 2030. The Bio-Rad Unity Real Time software provides a comprehensive quality control data management solution, facilitating regulatory compliance under CLIA and ISO 15189 standards. Key features include real-time QC data review, implementation of best QC rules through integration with Westgard Advisor, validation capabilities with audit trails, advanced data analysis tools, and reduction of unnecessary retesting. These capabilities are essential for maintaining accurate and reliable laboratory results. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for Travis Air Force Base. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
