PRESOLICITATION NOTICE This is a pre-solicitation notice for the OCONUS Medical Q - Coded (MQS) Support and Services –. The Government anticipates release of the solicitation via the Government Point of Enty (GPE) (https://sam.gov/content/home) NLT 03/20/2024. This procurement will now utilize Pre-Solicitation notice HT941024R0002 formerly HT9410-24-D-0002. The Defense Health Agency Contracting Activity (DHACA) Western Healthcare Operations Contracting Division (WHCO-CD) is contemplating two separate Multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts, one for OCONUS (Indo Pacific AOR) Medical Q-Coded (MQS) and one for Medical Support Services (MSS). This notice only applies to the Medical Q-Coded IDIQ. DHA Medical Q-coded Services (MQS) requirements for locations outside the contiguous United States (OCONUS) not currently covered by the existing MQS and medical support services (MSS) contracts for MTFs within the 50 United States (US), the District of Columbia, and the US Territories of Guam and Puerto Rico. The strategic sourcing strategy will enable OCONUS military treatment facilities (MTFs) within the DHA area of responsibility (AOR), including but not limited to the Indo-Pacific market, to acquire medical staffing services to augment military and civilian staff in a cost-effective manner. Based on historical data, personal services are needed on an annual basis in support of the following MTFs, including but not limited to: the US Air Force Medical Service (AFMS) 374th Medical Group (MDG), Yokota Air Base, Japan; 18th MDG, Kadena Air Base Okinawa, Japan; and 35th MDG, Misawa, Japan; US Naval Hospital Yokosuka, Japan; US Naval Hospital Okinawa, Japan; and including all remote locations within the DHA AOR. MQS acquisition is all FTE-based Q coded services (Q200 to Q500 series) The DHA common sourcing platform will include physician; nursing (inclusive of all clinical registered nurses, licensed practical nurses, and advanced practice nurses); ancillary (inclusive of all clinical positions other than nurses and physicians); and dental services. The OCONUS MQS acquisition will consist of Total Small Business set-aside multiple award IDIQ NAICS 621111 Office of Physicians *except Mental Health Specialist* under solicitation HT9410-24-R-0002. The Defense Health Agency (DHA) is not at this time seeking proposals and will not accept unsolicited proposals. This notice is issued solely for information and planning purposes and does not commit the Government to solicit or contract for any supply or service. The DHA is not accepting questions or comments in response to this notice at this time. The procedures for the submission of questions or comments for the OCONUS MQS program will be outlined in the solicitation at the time of release.
