The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to negotiate and award a firm fixed price contract for the Cox Cable Television Service, Cox California Telecom LLC, in accordance with Federal Acquisition Regulation FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to: 5159 Federal BLVD San Diego, California 92105-5428, United States The North American Industry Classification System (NAICS) code for this requirement is 517111 – Wired Telecommunications Carriers; the business size standard is 1,500 (number of employees). The Product Service Code (PSC) is DG11 – Telecommunications and Transmission. Naval Medical Center San Diego (NMCSD); to include all Branch Health and Dental Clinics, requires a commercial terrestrial source capable of providing television services to be performed in accordance with the statement of work. Period of Performance 15 AUGUST 2024 to 14 AUGUST 2025 with four option year. The objective of this sole source award is to procure Cable Television and Internet Wi-Fi services to Naval Medical Center San Diego and supported Branch Clinics to improve the overall patient experience and is to be procured by the DHA Contracting Office. The requirement is to provide 800+ cable television endpoint to provide a mixture of basic, expanded and hospitality channel lineups. This requirement will also provide NMCSD and supporting Branch Clinics with 240+ Wireless Access Points to be used in patient treatment areas, waiting rooms, hospital common areas and patient administration areas. This effort was created to improve the overall patient experience and increase NMCSD’s customer satisfaction. Cox California Telecom LLC. services required to satisfy this requirement can be sufficiently provided and maintained by Cox Telecom L.L.C. is being selected due to the ability to use existing infrastructure and provide all requested services at time of award, which includes the requirement is to provide 800+ cable television endpoint to provide a mixture of basic, expanded and hospitality channel lineups. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required service for Naval Medical Center San Diego. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
