Notice of Intent to Sole Source RE: HT941024N0046 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SERVICE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Healthcare Operations Contracting Division (WHOCD), intends to award a firm fixed price supply contract for Blood and Blood Products for use in the Laboratory at Naval Hospital Twentynine Palms, in accordance with the Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to: LIFESTREAM Formerly Blood Bank of San Bernardino and Riverside Counties 384 W Orange Show Rd San Bernardino, California 92408-1429 The North American Industry Classification System (NAICS) code for this requirement is 621991 – Blood and Organ Banks; the business size standard is $40 million. The Product Service Code (PSC) is 6550 – In Vitro Diagnostics Substances, Reagents, Test Kits and Sets. The objective of this sole source award is to procure a supply of Red Blood Cells, fresh frozen plasma, pooled cryoprecipitate, and other products made or derived from whole blood for the Laboratory at Naval Hospital Twentynine Palms. To maintain its services, NHTP Laboratory must have blood products on the shelf at all times and must deliver STAT orders within four hours of request. Additionally, laboratory requires referral testing as needed. LIFESTREAM blood bank is the only company in the area able to provide the required blood and services within the region. Period of Performance: 1 April 2024 through 31 March 2025 LIFESTREAM is the only vendor capable meeting the needs of the Government. LIFESTREAM is the only supplier able to quickly supply NHTP on a rotational basis, every three weeks, for packed red cells; every four days for platelets, and every six months for plasma and cryo; and other blood products on an urgent as needed basis. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required supplies for Naval Hospital Twentynine Palms. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
