The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to negotiate and award a firm fixed price contract for Preventive Maintenance Services for Government owned Carl Zeiss Equipment, in accordance with Federal Acquisition Regulation FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to: Carl Zeiss Meditec Co., LTD. 2-10-9 Kojimachi Chiyoda-Ku 102-0083, Japan The North American Industry Classification System (NAICS) code for this requirement is 811210 – Electronic and Precision Equipment Repair and Maintenance; the business size standard is $34 (millions of dollars). The Product Service Code (PSC) is J065 – Maint/Repair/Rebuild of Equipment- Medical, Dental, And Veterinary Equipment and Supplies. US Naval Hospital Okinawa (USNHO) BIOMED Repair requires Preventive Maintenance service for CARL ZEISS Government owned medical equipment including microscopes, scanning systems, lasers, analyzers, and corneal topography systems in accordance with (IAW) the Statement of Work. The objective of this sole source award is for Carl Zeiss Government owned Medical Equipment Preventive Maintenance Services IAW the Statement of Work. Upon evaluation Carl Zeiss Meditec Co., LTD., was the only market option found to be capable of meeting the Government minimum requirement. The requirement will be as follows: CLIN 0001 – Preventive Maintenance Services QTY: 1 U/I: Job POP: 05/01/2024 – 04/30/2025 Option Year One CLIN 1001 – Preventive Maintenance Services QTY: 1 U/I: Job POP: 05/01/2025 – 04/30/2026 Option Year Two CLIN 2001 – Preventive Maintenance Services QTY: 1 U/I: Job POP: 05/01/2026 – 04/30/2027 Option Year Three CLIN 3001 – Preventive Maintenance Services QTY: 1 U/I: Job POP: 05/01/2027 – 04/30/2028 Option Year Four CLIN 4001 – Preventive Maintenance Services QTY: 1 U/I: Job POP: 05/01/2028 – 04/30/2029 Based on market research, Carl Zeiss Meditec Co., LTD., is the only source that can meet the Government’s minimum requirements for the Sterilization Services in support of USNHO at Commanding Officer 111 Futenmabaru, Ginowan City, Okinawa 901-2202. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services validated by Carl Zeiss Meditec Co., LTD. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
