THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SUPPLY/SERVICES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to negotiate and award a firm fixed price contract to provide and deliver Sperm Quality Analyzer (SQA) consumables/testing reagent supplies and SQA service maintenance in accordance with (IAW) Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs to: Medical Electronic System. LLC. 6345 Balboa Blvd., Suite 185 Encino, California 91316 The North American Industry Classification System (NAICS) code for this requirement is 325413 – Analytical Laboratory Instrument Manufacturing: the business size standard is 1,250 (in number of employees). The Product Service Code (PSC) is 6550 – In Vitro Diagnostic Substances, Reagents, Test Kits, and Sets. The objective of this sole source award is to procure a supply contract for a 1 base period and 4 option years for Sperm Quality Analyzer (SQA) consumables/testing reagent supplies and SQA service maintenance in support of the Naval Hospital Twenty Nine Palms. This Notice of Intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient to determine that a comparable source to the government is available. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Responses sent via Federal Express, or hand carried will not be accepted. Reponses may be submitted via email to mariangela.j.monsalve.civ@health.mil. The email must clearly identify this notice and the name of the point of contact on the first page. Submitters bear the burden of ensuring that the source reaches the designated point of contact above on time and should allow a reasonable time for emails to be received. All information must be received before the deadline specified below and any information received after the deadline will not be considered. If a vendor challenges the basis of this requirement, please email product capability statements (formats for submission: PDF, MS Word, or MS Excel) to Ms. Mariangela Monsalve, mariangela.j.monsalve.civ@health.mil. The closing date for challenges is no later than 1700 Pacific Daylight Time, 26 September 2023.
