The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to negotiate and award a firm fixed price contract for Erbe preventative maintenance and repair services in accordance with Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to: PROAIM Americas, LLC 16024 Manchester RD STE 200 Ellisville, MO 63011-2195 The North American Industry Classification System (NAICS) code for this requirement is 811210 - Electronic and Precision Equipment Repair and Maintenance; the business size standard is $34.0M. The objective of this sole source award is to procure extended warranty and preventative maintenance services for QTY four (4) Erbe Argon Plasma Coagulation (APC) units in support of Naval Hospital Camp Pendleton (NHCP) Main Operating Room Department. Ensure that only fully qualified field engineers and technicians who have gone through original equipment manufacturer (OEM) or comparable third-party service schools for the above-mentioned equipment, shall be employed in the performance of any and all work performed under this contract. Upon request, the contractor shall provide training certificates (or notarized copies) to the Biomed Repair Division for verification. The highest standard of professional capability and electrical/mechanical workmanship is to be maintained throughout the life of this contract. Make repairs to the extent necessary (as determined by inspection tests or disassembly) to ensure a functional system that will efficiently serve its intended purpose. Erbe USA, Inc. is the Original Equipment Manufacturer (OEM) of Erbe Argon Plasma Coagulation (APC) units. OEM provided a sole proprietor letter stating PROAIM is authorized to perform maintenance and repairs on Erbe equipment. All normal manufacturer’s warranties will flow-down to the end-using account if an order is awarded to PROAIM Americas, LLC. PROAIM has certified technicians to perform maintenance on the ERBE equipment and uses only OEM parts to maintain endoscopy equipment repairs. The work shall be performed at: Naval Hospital Camp Pendleton (NHCP) 200 Mercy Cir, BLDG H200 Oceanside, CA 92055 Based on market research, PROAIM Americas, LLC is the only source that can meet the Government’s minimum requirements for Erbe preventive maintenance for NHCP. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services at NHCP. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
