Notice of Intent to Sole Source HT941023N0075 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO OKINAWA MEDICO CO., LTD. The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to award a firm fixed price Sole Source supply contract for the procurement of one (1) Dell Precision 5820 PC equipped with Windows 10 LTSC, specifically intended for use on the Hologic Breast Imaging Workstation SecurView System, its installation, and the verification of compatibility. This procurement will be outside the Continental of the United States (OCONUS) in support of United States Naval Hospital Okinawa (USNHO), Japan UNDER THE AUTHORITY of Federal Acquisition Regulation (FAR) 13.501(a), Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to OKINAWA MEDICO CO., LTD. 3-3-11, Jitchaku Urasoe, Okinawa 901-2122, Japan The anticipated North American Industry Classification System (NAICS) code for this requirement is 423450 Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers; the business size standard is 200 number of employees. The Product Service Code (PSC) is 6515, Medical and Surgical Instruments, Equipment, and Supplies. The objective of this sole source award is to procure a supply contract for one (1) Dell Precision 5820 PC equipped with Windows 10 LTSC, specifically intended for use on the Hologic Breast Imaging Workstation SecurView System. The chosen contractor will handle the removal of the existing PC and undertake the installation of the new Dell Precision 5820 PC, ensuring its compatibility and optimal performance with the Hologic Breast Imaging Workstation SecurView System. The installation process will also involve conducting thorough tests to verify that the Hologic Breast Imaging Workstation SecurView System functions at its designated capacity, providing accurate 3D mammography images. This will be procured for outside the Continental of the United States (OCONUS) in support of United States Naval Hospital Okinawa (USNHO), Japan. OKINAWA MEDICO CO., LTD. is the only third-party contractor authorized by the manufacture of the Hologic Breast Imaging Workstation SecurView System to provide, install, and verify a replacement workstation in the country of Japan. This notice of intent is not a request for competitive quotations, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services at United States Naval Hospital Okinawa (USNHO), Japan. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
